Strategy and Policy

We work on designing defence industry policy at the institutional level and translating it into an actionable industrialisation roadmap. We map the ecosystem's existing capability landscape and define gaps and prioritisation criteria. We structure offset and industrial participation mechanisms so that their economic return can be assessed.

Procurement and Programme Management

We cover the disciplines of the procurement process from the RFI and RFQ stages through to contract close. We focus on drafting technology transfer and production transfer provisions so that they translate into real capability on the receiving side. On the programme management side, we work on making scope, schedule, cost and intellectual property risks trackable.

Collaboration and Capacity Building

We work on establishing collaboration structures between institutions, universities and industry. We treat indigenisation not as the substitution of individual parts but as the permanent settlement of engineering capacity in the country. We regard human resource development programmes as a precondition for the sustainability of that capacity.

We work on designing, executing and measuring the impact of R&D and innovation programmes. On the ecosystem management side, we build governance structures that align dispersed actors around a common set of indicators. The CEGAI assessment framework forms the methodological backbone of this cluster.

Technology Centres

We design the establishment concept, operating model and sustainability plan for advanced applied technology centres. We conceive of centres not as building projects but as structures that produce a specific capability in a measurable way. Engineering excellence centres, manufacturing, open innovation and Agentic AI centres fall within this scope.
