These secondary effects are termed 'spillovers' in the literature and are generally left unmeasured. Yet for institutions that decide how public resources are used, this is precisely the question that matters: what did this investment leave behind for the rest of the economy?
Çeliron was founded to answer this question. At the centre of our approach is an assessment framework grounded in verified findings from peer-reviewed academic literature, one that states its assumptions openly.

Every quantitative finding we use is presented with its source and DOI. No data whose source cannot be verified enters our reports.
We do not hide uncertainty
Rather than a single precise figure, we present assumption ranges and sensitivity analyses.
We do not present third-party findings as our own results
Every finding drawn from the literature is explicitly attributed to the study it belongs to.
We build the method together with the client
Scope, limits and the indicator set are defined jointly at the outset of the engagement.
